Claudia Quigg is founder and Executive Director of Baby TALK. She began this program in Decatur in 1986, and it has been replicated in 32 states and Canada. Baby TALK meets every parent who delivers a baby in Decatur’s hospitals, encouraging them as they nurture their babies and young children. The program supports parents through parenting challenges and promotes reading, conversation, developmentally appropriate play and music for children. Families in Decatur are served in Baby TALK programs at more than 20 sites. Baby TALK enjoys 7,000 contacts with parents and children in Macon County each month.
Claudia Quigg received her B.A at Millikin University in 1975 and her M.Ed. from the University of Illinois in 1977. She is an adjunct assistant professor at Millikin University and faculty to the Touchpoints Project of Boston’s Children’s Hospital/Harvard Medical School in her work with noted pediatrician Dr. T. Berry Brazelton. She writes a weekly newspaper column for parents entitled “Let’s TALK” which is also broadcast on some NPR radio stations. Claudia is a frequent speaker at national meetings and has published a number of works for parents and professionals. Her commitment to parent-child relationships, critical early development and system building has enabled her to be a proponent for these related causes. Claudia’s warmth, energy and vision have promoted the joy of parenting throughout the United States.

Felicity holds a Bachelors and Master of Science Degree in Education with an emphasis in special education and special education and administration at the master’s level. As an undergraduate, she also studied early childhood and social work. She has taught preschool and school age children and worked as a social worker and counselor for a variety of social agencies.
For two years, Felicity worked in a third world country as a volunteer in schools for special needs children. She primarily oversaw the boarding side of the school, recruited students, taught part time and organized a preschool program. She worked as a consultant for a research project on family daycare through the University of Minnesota. Most recently, Felicity taught special needs children and then worked as an administrator. She has been at Millikin as an adjunct since 2004, teaching courses such as:
