Part II: Project Management Plan
Reader's Questions: To what extent are the procedures for managing the project likely to ensure that the institution will efficiently and effectively implement the project? To what extent do the project coordinator and activity director(s) have sufficient authority to conduct the project effectively, including access to the president or chief executive officer?
The Director of University Teaching and Learning, John M. Jeep, will serve as Title III Coordinator, devoting 50% of his time to accomplishing the activities described above and 50% to the administrative, reporting and evaluation components of the Title III program. The Project Coordinator will report directly to the President and the Provost/Academic Vice President. The Coordinator will, for purposes of this grant, coordinate and supervise the performance of all Project staff, including the Evaluation Consultant.
Relationship of Project Coordinator to Key Administrators
Dr. Jeep, Director of the University Teaching and Learning Program, presently reports to the Provost and performs a University-wide function in coordinating implementation of the Millikin Plan for Student Learning. For that reason Dr. Jeep already works closely with Deans and Department Chairs as well as Student Life and Academic Development staff.
The Project Coordinator will present progress information on a quarterly basis to senior administrators (Vice Presidents, Deans, and Department Chairs) and assist project task forces and other working groups in making regular reports to the Council on Curriculum and the Faculty Assembly. The entire campus community, including students, will also post this information on a University web site for access. Many of the strategies in this project also involve regular meetings with faculty.
The organizational chart reflects the Title III structure for the project, not the University's usual structure. It should be noted that the three clusters of activities relate to the strategies described in the narrative. The pod in the middle addresses strategies 1-3; the right pod strategies 4-5 and the left pod strategy 6.
Progress reports prepared for the President and the Councils will be used as the basis for quarterly reports and an annual report to the Board of Trustees.
Degree of Authority and Autonomy of Project Coordinator
The Project Coordinator will have the responsibility to recommend and carry out amendments to the plan based on the ongoing success of the project as well as challenges that arise during the process. The Project Coordinator will be responsible for supervising the Title III performance of part-time coordinators and other University staff involved with each strategy area. While the day-to-day implementation of the plan will be the responsibility of the Project Coordinator, major decisions will be made in accordance with established decision-making protocols at the University.
