MONMOUTH - Kathleen C. Lowe-Arthur, 71, of Monmouth, IL, passed away at 9:40 p.m., Wednesday, December 13, 2023, at her home. She was born on July 27, 1952, in Decatur, IL, the daughter of Roger A. Lowe, Sr. and Catherine A. (Carey) Lowe.
Kathy was raised and educated in Decatur, and graduated from St. Teresa High School, where she was acknowledged as the Most Outstanding Student in 1971 and was four-year cheerleader. She later graduated from Springfield Junior College, Springfield, IL; Millikin University, Decatur, IL; and the University of Illinois, Champaign, IL.
