  • Millikin University takes all reports of Sexual Harassment seriously. Conduct prohibited under Millikin University Title IX Policy includes: 

    Sexual Harassment is any conduct on the basis of sex that satisfies one of the following:

    • Quid Pro Quo Harassment: An employee of the University conditioning the provision of an aid, benefit, or service of the University on an individual’s participation in unwelcome sexual conduct.
    • Hostile Environment Harassment: Unwelcome conduct determined by a reasonable person to be so severe, pervasive, and objectively offensive it effectively denies a person equal access to the school’s education program or activity; or
    • Specific Offenses, including:
      • Sexual Assault
      • Dating Violence
      • Domestic Violence
      • Stalking 

    Sex-Based Discrimination is unequal or disadvantageous treatment of an individual or group of individuals based on gender or sex including, but not limited to, athletics, clubs, educational programs.

    Amnesty: It is imperative that Complainants and witnesses report sexual harassment without fear of potential consequences for certain minor policy violations. The University offers amnesty from certain minor Student Handbook violations for Complainants and Witnesses.

    All employees at Millikin University are identified as mandatory reporters. Mandatory reporters have a duty to report Sexual Harassment to the Title IX Coordinator.

    Growing Strong

    Growing Strong is a rape crisis center in Decatur that provides healing services to victims of sexual assault and sexual abuse, and their significant others and also serves as Millikin’s confidential reporting resource.

    Supportive Measures: Supportive Measures are individualized resources or services implemented by the Title IX Coordinator to restore and preserve access to the University’s programs and activities. These can be implemented with or without a Formal Complaint. Examples include:

    • Access to counseling services
    • Academic adjustments, e.g. deadline extensions
    • Mutual restrictions on contact
    • Increased security measures
    • Student employment adjustments
    • Housing relocation
  • Title IX of the Education Amendments of 1972 is a federal law that prohibits sex discrimination in education. Title IX provides that no person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance. The University acknowledges its obligation under Title IX and is committed to complying with all Title IX requirements.

    While it is often thought of as a law that applies to athletics programs, Title IX is much broader than Athletics and applies to many programs at Millikin University. While compliance with the law is everyone’s responsibility at Millikin, listed below are the individuals who have primary responsibility for Title IX compliance.

    Whistleblower Protection

    Millikin University encourages all members of the campus community to make know allegations of suspected or actual misconduct existing within the University. This policy is intended to protect members of the University community from retaliatory action for engaging in good faith disclosure of alleged unlawful practices or suspected misconduct.

    Should you wish to register a complaint against Millikin with the Illinois Board of Higher Education, a complaint may be filed within their system at https://complaints.ibhe.org. Prior to registering a complaint, you must first make all attempts to resolve the matter directly with Millikin. Information on Millikin’s complaint procedures may be found within the student handbook, and/or course catalog. After you have made attempts to resolve your issue(s), IBHE may intercede depending upon pertinent laws governing agency oversight.
